The Town of Oliver is currently seeking an experienced and collaborative finance professional to join our leadership team as Deputy Finance Officer / Manager of Finance. Reporting directly to the Chief Financial Officer (CFO), the Deputy Finance Officer / Manager of Finance is a key member of the Town's management team and plays a leadership role in the delivery of municipal financial services. The successful candidate will be appointed by Council as the Town's Deputy Finance Officer and Collector.
Key Job Duties/Functions
Lead the day-to-day operations of the Finance Department.
Supervise and support finance department staff.
Administer taxation, utility billing, accounts payable, accounts receivable and cash management functions.
Coordinate annual property taxation processes.
Assist with annual budgets, five-year financial plans, and forecasts.
Support annual financial statements and external audits.
Maintain internal controls, policies, and procedures.
Act for the CFO as required.
Minimum Training and Experience Required
CPA designation or an equivalent combination of education and experience.
Minimum five (5) years of progressively responsible experience in local government finance or a related public sector environment.
Knowledge of municipal finance, taxation, utility billing and financial reporting.
Understanding of the Community Charter, Local Government Act, and PSAS.
Demonstrated leadership and supervisory experience.
Excellent communication and interpersonal skills.
A Certificate in Local Government Administration will be considered an asset.
