Major Capital Projects

Listed below are current, future or completed projects the Town of Oliver has undertaken since the start of 2013. These projects have been budgeted and passed by Council during the 2013 budget deliberations. This page will provide some information to residents on some of the reasons, project scope and some timelines of our larger projects.

Fairview Road Upgrade & Spartan Street Sidewalk

This project involves sidewalk, curb and storm upgrades on a section of Fairview Road. It will also involve some water service and mainline upgrades, re-grading and paving of the road.

Spartan Street will be receiving a new sidewalk from Fairview Road to Rockcliffe Road.

Alley west of Main St from Kootenay St to School Ave

This project is primarily to address sanitary sewer issues. This sewer is extra-ordinarily deep and is in a very poor state with blockage and risk of collapse in some areas. The project will also include water main replacement, service replacements and surface restoration.

Haven Street surface improvements

This project involves directional drilling a 10" pipe under the Okanagan River to link the domestic water system #1 to both sides of the river and give the Town more flexibility in providing domestic drinking water to customers.

Construction of a new pump house over two recently drilled wells.

Eastside Hike & Bike Greenway Formalization

In 2013, the Town made improvements to the eastside hike & bike path; paving three meter wide path, improving pedestrian access to path at Fairview bridge entrance and to McKinney Road. The Town is proposing to improve pedestrian access to VDS 13, that links the walking paths on both sides of the river.

Canal Flume 3 (Carry Over from 2013) Flume 3 is located on the Osoyoos Indian Reserve and is part of the irrigation water canal system that supplies parts of Area C of the RDOS and the Town of Oliver. This flume was assessed in January 2010 and it was recommended that; the steel flume structure and concrete foundations were in good condition but the timber carrier beams that support hanger rods and the galvanized steel flume were in a deteriorated condition. This flume needs to be operational and a critical component in getting any irrigation water to our existing customers. $260,000

Water Twinning Project (System #1)

(Carry over from 2013)

This is the final phase of the Twinning projects started around 2007 with preliminary work started years before. This will bring about 46 more customers onto our domestic water system who experience continuous Boil Water Notices every year for the summer season. This project will separate the irrigation water and domestic water for customers. The town has received 2/3 of the funding for this project and will have to borrow the remaining 1/3.

Black Sage Wells - Chlorination  This project consist of laying over sized (750mm) ductile iron pipe to achieve a proper chlorine contact time for our domestic water customers in water system #2. This over sizing gives the chlorine time to mix properly with the water and help combat any viruses and bacteria before it reaches our first customers. It is an added precaution to ensure we have good domestic drinking water. $298,775

Lakeside Drive Sidewalk Frontage This project was original started when two home owners approached the Town to have their properties gifted (frontage of property), in order for the Town to undertake the capital works of correcting the unfinished sidewalk section, expand & correct water and sewer servicing to the lots. Council agreed and passed in late 2012. The improvements include; re-alignment of sidewalk, extended infrastructure, new utility services, street lighting,  boulevard trees, new storm, curb and new asphalt surfacing.  $163,000

Tuc-el-nuit Area Manhole Rehabilitation  The Town has experienced some heavy corrosion of existing manhole barrels and steel covers. This has been thought to be caused by industrial/Commercial waste. Over the years the Town has had problems with 'smells' from the sewer system, along the west of the lake and have tried different ways to combat them including; plugging the release of the fumes in the manhole barrels which in turn trap the gases and corrode the concrete and cast iron lids. We are replacing 17 of these manhole barrels with new lids and re-lining the bases with the barrels with a sealed product; the new pre-treated waste the Town receives, this infrastructure should last for many decades now. $111,000

Eastside Hike & Bike Greenway Formalization The Town received land tenure for creating a paved link (pathway) on the eastside of the Okanagan River Dike, from Fairview Bridge north to Vertical Drop Structure 13 (VDS 13). The Town also received a $152,000 grant from the Provincial 'Community Recreation Program', to help fund most of this project. The Pathway will consist of 2.5m of paved pathway, paved tie ins to pathways and existing pedestrian bridge and three rest areas (benches) paved. This design will look similar to the existing paved path on the west side. $190,000

Hollow Street Neighbourhood Upgrades This project started as a road upgrade project. Staff then looked at the existing underground infrastructure before improving the roads in this area. The sewer and water infrastructure was some of the oldest in Town and also the water mains were undersized and not adequate for proper fire  flows out of our existing hydrants. Town staff have had several emergency fixes over the years and currently have many isolating water valves not working in this area. Staff thought that improving all infrastructure in this area would make it completed and done for several decades to follow and Council passed this budget and recently awarded contract. $1,134,520

Reclaimed Water Upgrade & Infiltration Basin These projects were tendered as one contract and both have to do with the Town's reclaimed water system. One component of the tender package deals with upgrading existing pipe, up-sized, to alleviate a bottleneck in the supply system as well as installing a meter system on the line. The other component is constructing an earthen infiltration basin. This is used to get rid of excessive reclaimed water or drain lines if required by filling the basin and allowing the water to infiltrate the ground.
