Council Meetings

Most significant issues of the Town of Oliver are dealt with at regularly scheduled meetings of the elected council. These meetings are scheduled on the second and fourth Mondays of every month at 7:00 P.M. in the council chambers, located at 6173 Kootenay Street (upstairs in old library building behind the Town office). When meeting dates land on an observed statutory holiday, they are automatically rescheduled for the next day (Tuesday).

Special meetings, either open or closed, are scheduled as needed, subject to 24 hours notice, except in emergency situations, when such notice can be waived by unanimous vote of council. Pursuant to the BC Local Government Act, all business of council is conducted in open meetings except when agenda items consist of sensitive topics listed in the Act. These fall into 12 listed categories, but typically relate to land acquisition or disposal, labour relations, information protected by client-solicitor privilege, law enforcement or topics protected by provincial protection of privacy legislation.

In addition to official council meetings, council members meet in committee sessions. These meetings are less formal and are intended to permit more thorough discussion of more complex matters with staff, consultants or delegations from the public or community groups. Committee meetings, scheduled for most Monday afternoons are open to the public, subject to the same exceptions as regular meetings.

Agendas for council and committee meetings are posted on the main bulletin board at the Town office (35016-97th Street).

Requests to appear before council as a delegation should be presented in the same manner as above. The cut-off time for council meeting agendas is 12:00 noon on the Wednesday before each scheduled meeting.

An import duty of municipal staff is to ensure that council is sufficiently informed to make good decisions. If your business item requires research or recommendations by staff, it may be deferred to a later meeting pending a staff report. In many cases, council has already enacted bylaws or policies which relate to the type of request you are making. In these cases, you may receive a reply or explanation from staff, rather than having the matter dealt with repeatedly by council.

Council meeting minutes are part of the permanent record of the municipality. They may be viewed during regular office hours at the Town office. For public convenience, we will strive to publish recent minutes (following council approval) on the Document Archive of this web site.
