New Construction
Oliver saw unprecedented growth rates in the early 1990s, with annual increases as high as 5%. Following a 9-year slow down, construction levels reached new peaks between 2005 and 2008 with almost $25 million of construction in 2008. Most of the new construction during this time was residential. In 2009, construction values dropped again to just over $5 million.
In 2010, the Town of Oliver experienced its highest ever annual building permit values, totaling almost $30 million. Most of the construction in 2010 was related to the Southern Okanagan Secondary School reconstruction and the new commercial Southwinds Crossings development. Residential construction in 2010 was $2 million, only slightly above the values achieved in the late 1990s and early 2000s.
In 2011, construction values dropped significantly (back to early 1990s values), although the value of residential construction grew in 2011. In 2012, although the total value of construction was up again, this was primarily due to the $14 million permit issued for the reconstruction of the Southern Okanagan Secondary School. Other than this one institutional project, total construction values were again down form 2011. Interestingly, despite the large drop in total permit values, the number of individual permits issued in 2011 and 2012 cctually increased over 2010.
Historic building permit values and permit counts in Oliver for the past 20 years are illustrated in the following graphs. To view a spreadsheet of building permit statistics since 1992, click here (MS Excel file).
