Ministerial Order M139 – Public Hearings During COVID-19
Town Hall is currently closed to the public based on the guidance of the Provincial Health Officer. Regular Council meetings will proceed as scheduled to allow Oliver Council to make any decisions needed to support the Town’s response to the current pandemic situation. Physical distancing measures have been put in place.
The Local Government Act requires that a Public Hearing be held before Council adopts an amendment to the Zoning Bylaw (referred to as a rezoning application) or Official Community Plan Bylaw. Public Hearings are chaired by the Mayor or Acting Mayor and held to provide the public with an opportunity to convey their views on proposed land use amendments.
Until further notice, Public Hearings will be held virtually. Members of the public may attend by Zoom video conference.

Public Hearings are advertised in the local newspaper and online prior to the scheduled Public Hearing. In most instances, Public Notices are also mailed to owners and occupants of surrounding properties (within 100 metres of the land that is the subject of the application) and signs are posted on the subject property at least ten days prior to the scheduled Public Hearing.

Participating in the Public Hearing Process
Due to COVID-19 Public Hearings are not open to members of the public. If a member of the public believes they are affected by a proposed land use application, prior to a scheduled Public Hearing they can:
- Reply on the Public Notice Form mailed to properties within 100 metre of the subject land
- Submit written comments by mail or email firstname.lastname@example.org
- Drop a notice off at Town Hall through the mail slot
- Participate in the Public Hearing virtually via Zoom video conference
We encourage the public to send written submissions by 4:00 pm on date of the Public Hearing. Submissions must be received by Council before the Public Hearing for that application is concluded as Council is not permitted to receive or consider any further submissions or information after conclusion of an item.
Please note that all correspondence submitted to the Town of Oliver in response to a Public Hearing consultation will form part of the public record and will be published in a meeting agenda, which is posted on the Town’s website, when the matter is before the Council.
