The Town of Oliver, known as Canada’s Wine Capital, is home to 5,094 residents located between Osoyoos and Penticton, is currently recruiting for a permanent full-time RCMP Front Counter Clerk. Guided by the policies, procedures and protocols of the Town of Oliver and the RCMP, this position contributes to the success of Oliver’s RCMP Detachment by providing outstanding client service and administrative and operational support for front-line police officers in collaboration with the team.

As a key point of contact between the Detachment and the public and/or other internal and external stakeholders, you will provide professional, respectful and client-centered services by triaging, responding to and processing inquiries and complaints received over the phone, in-person, and by email, competently dealing with those who are facing difficult life circumstances. As well as provide assistance, by operating the police radio, to RCMP members in the field under extenuating circumstances, dispatching and creating hardcopy files as required.

This position involves high volume workloads and professional level duties where independence, collaboration, effective communication and judgement skills are essential. As the RCMP Clerk (Client and Administrative Services), you routinely handle sensitive, private and confidential information related to policing services and criminal matters. You will type statements related to victimization, crisis and trauma. You will create and maintain police files and records in accordance with established policies and procedures, and perform specialized technical work related to the creation and maintenance of RCMP operational records, database searches and evidence. In this role, you will operate computerized and paper based RCMP information systems (eg. CPIC, PRIME), enter data to process public complaints/files and police records, schedule intake and process Police Information Checks and Vulnerable Sector checks, maintain prisoner logs and process civil prints via the IntelliScreen system. You will review and use sound judgment regarding disclosure of police files, vetted and un-vetted, for requests including, Court Orders, Law Firm Requests, Civil Orders, Access to Information Requests (ATIP), CVAP, CSC, ICBC and MCFD, as well as other related duties, including potentially collecting fees for some disclosure. You will often work closely with partner agencies such as Bylaw and the Court Registry. Administrative tasks and organization pertaining to fleet, building maintenance request and ordering detachment supplies is also required on an as needed basis.

Given the nature of the job, this position must be worked on site and there is no opportunity to work from home.

Key Job Duties/Functions
1. Providing a professional, respectful and client centered service to the public by answering or referring general inquiries received by phone, email, or in-person.
2. Opening and closing the front counter for the Detachment.
a. Opening (08:00 am) and closing (04:00 pm) hours are to be observed daily between Monday and Friday (excluding holidays) and/or as directed by the supervisor or delegate.
3. Monitor CPIC inbox for incoming messages and disseminate/action accordingly. Adding entries to CPIC such as stolen vehicles, missing person, warrant confirmation, etc., as well as reviewing these entries for data quality and modification or removal as needed.
4. Creating CAD calls and/or PRIME files as per policy, forwarding the files to be dispatched by the Operational Communications Centre (OCC).
a. Collect and enter information on PRIME to be dispatched to members.
b. Operating the police radio to assist RCMP members in the field and under extenuating circumstances, dispatching files.
5. Upkeeping of Prisoner Logs (C-13’s), in Intellibook.
6. Provide full coverage back-up/relief to the other administrative staff for vacation and all other types of leave.
7. Assist with transcription.
8. Intake and processing of Police Information Checks and Civil Fingerprinting.
9. Under the direction of the supervisor or delegate, issue and manage ICBC Operation Permits.
10. Monitoring the front counter inbox proxy.
11. Processing incoming and outgoing mail through Canada Post and/or other courier companies.
12. Managing and updating the internal and external phone lists.
13. Taking and processing payments.
14. Maintaining appropriate record(s) of information coming to the front counter.
15. Creating and maintaining detailed front counter manuals and references.
16. Assist with training new and casual staff.
17. Additional duties as assigned by supervisor or delegate.
18. Additional duties and processes to be assigned as technology advances.

Required Qualifications

Minimum Training and Experience Required
• Minimum of two years' recent and related office experience in the policing environment that includes records management, document creation and review, creating and maintaining operational files, data entry and providing administrative support.
• Conflict resolution and/or nonviolent communication training or equivalent.
• Knowledge of the Access to Information and Privacy Act, RCMP and PRIME BC Policy supplemented by experience working with RCMP information systems such as PRIME and CPIC, is preferred.
• An equivalent combination of training and experience may be considered.
• Minimum typing speed of 50 words per minute.
• Proficient in data entry, intermediate Word and intermediate Excel.
• Excellent understanding of Federal, Provincial and Municipal Legislation as it applies to RCMP operations.
• The successful completion of all required courses offered on the job (such as PRIME, CPIC, Agora or its equivalent, etc.), and as requested by supervisor.

Required Licenses, Certificates, and Registrations
• Ability to obtain and maintain Enhanced Reliability Security Clearance.
• Valid Class 5 B.C. Drivers’ License; a satisfactory current Drivers Abstract required.

This is a CUPE Local 608 position with an hourly 2025 salary range of $30.45 - $35.32 based on 37.5 hours per week.
